   Good luck to you Bruce.  IDEM will require any excavated or removed
   ballast on our trail in Bloomington to be land filled as "special waste". 
   Any ballast remaining will have to be covered with 12" of fill/soil.  The
   reason is that the remnant material in the ballast, coal ash and cinder,
   is hazardous.  In some situations, the material can be utilized as
   structural fill, but only if it is capped with an impervious
   (asphalt/concrete)surface.  This is a very short explanation for what will
   be a very expensive process and cost for remediation - on Bloomington's
   downtown trail project - and I suspect other trail builders in the future
   as well.

   A quick question to all who are working on a trail or have completed a
   trail.  Has any had any luck selling the ballast?  We have 16 miles of
   rail banked right of way with heavy ballast and a good portion of the
   trail had double tracks.  Any information would be appreciated.
