I believe the Federal Highway Administration requires
that the safe accomodation of bicycles be considered
throughout the planning, design and construction of
the project.  This does not necessarily mean bike
lanes, etc, but would include bike-safe grates as a
simple, safety measure.

So if any Fed money was part of the project, it should
have included bicycle consideration and design.

I am not sure of INDOT's or Indianapolis' reg's at the
moment, but I would guess they probably include
mentions of bike consideration as well.
